Not all cards attract the same fees. The only banks I tried to deal with were Barclays and Woolwich. ATM use with BoA card at those branches are fee 'free' transactions.
The Barclay's question about other countries is a little different, since it involves three currencies instead of the usual two. Non-U.S.Bank ATMs are defined as any ATM that does not display the U.S.Bank logo in any manner, physically on the ATM or digitally on the screen. And it has never happened to me either and I use my BofA ATM caard all over the UK at Barclay's and in France at BNP Parabis, as recently as Feb/March
When I found out BoA will chg me US5.00 for every atm txn in Italy, I went and opened small chkg acct with credit union. I have never been charged a fee for using an ATM from any UK bank, and usually make two or three withdrawals each week. Would be shocked if Barclays were any different.

European ATMs won't charge a fee, your financial institution probably will. My local bank has told me that they charge only the Visa 1% conversion fee and don't charge a foreign transaction fee, but that the foreign bank would charge for using their ATM. This is a network of banks that offer their customers fee-free withdrawals from each other’s ATMs worldwide. Choose your card wisely. They either haven't figured it out yet that doing that is free money to them or laws prevent them from doing it.
